Supported by the most conservative sectors of society (businesses, large farmers, religious fundamentalist groups and traditional media), the Brazilian Congress started the impeachment process against the President of the Republic Dilma Rousseff. However, that has led to a scenario of political and institutional instability that poses a threat to democracy and human rights guarantees.
In fact, this context has escalated over the past few years – it was already evident back in 2010 when the same groups rose up against the third National Human Rights Program (NHRP) – but there has been resistance from organized sectors of Brazilian civil society, which continuously advocate for the affirmation of rights.
Given the complexity of the current situation and the agenda of setbacks promoted by those who took power illegitimately, activists and representatives from networks, movements and organizations gathered in Brasilia to discuss the strengthening of the sector and the popular agenda of human rights. Their position is expressed in the following letter:
- We consider the government of the acting president Michel Temer (PMDB) to be illegitimate. We understand his rise as the result of a coup articulated by sectors defeated in the 2014 presidential elections, with wide participation of the judiciary, businesses and the media;
- We stand against the dismantling of constitutional guarantees such as voting. The Brazilian democracy was assaulted by the admission of an explicitly political impeachment process against a president who was democratically elected by the majority of the Brazilian electorate;
- We stand against the suspension of universalization policies for fundamental rights consolidated in the 1988 Federal Constitution (health, education, housing, etc.), which has been studied by the acting government since its first week of interim mandate;
- We stand against a tax adjustment which burdens particularly the working class, and against the dismantling of policies that ensure social rights, such as the Minha Casa Minha Vida program, the Bolsa Família Program, SUS, FIES, PROUNI and PRONATEC;
- We stand against the criminalization of social movements and human rights advocates, and for the preservation of the constitutional right to freedom of speech and political demonstrations;
- We stand against the threats to the rights of women and the LGBT community, and the dismantling of public policies in these areas, as well as those aimed at mitigating racism, discrimination and the genocide of black youth;
- We stand against the extinction of the Ministry of Women, Racial Equality and Human Rights, a token of contempt from the interim government for the guarantee of human rights, infringing the principle of non-retrogression expressed in the Pact of San José, Costa Rica, signed by Brazil;
- We stand for the titling of indigenous and quilombolas peoples territories;
- We express our abhorrence at the violations of the rights to communication and freedom of speech, expressed by the interim government through actions like the end of the Ministry of Communications and the interference on the Brazilian Communications Company (EBC), with layoffs and dismantling;
- We defend the constitutional principle of state secularity, which is under systematic violation because of the religious nature of interferences in public spheres, particularly in the legislature;
- We stand for all guaranteed rights, in defense of democracy and against the parliamentary, judicial and media coup in progress in the country!
