This is an analysis of actions by the National Rapporteurs on Economic, Social,
Cultural, and Environmental Human Rights (ESCER). Its starting point is the
recognition that we live in two worlds: a real, economic, social world, and a
declaratory, rhetorical, legal world, made up of laws and norms. The first step
to bringing these two realities closer together is acknowledging and ensuring
human rights.
